As shown in the photo above, the next step would be to tie the fringe strands at the opposite edge. On this scarf, this works out better because there are only 3 pairs of fringe left to tie in the center after the two pairs on each edge have been tied. If there's an even number of fringe pairs all the way across a piece, it would work to tie the pairs by working across from one edge to the other.
As on the first edge, tie together every other strand (tie together Fringe 11 and Fringe 13, tie together Fringe 12 and Fringe 14). As you can see on the photo, I passed Fringe 12 over Fringe 13. This makes this edge mirror the way that the fringe was crossed on the first edge.
